President Ma Ying-jeou said  that plans for the first official meeting between
the heads of the Mainland Affairs Council (MAC) and the Taiwan Affairs Office (TAO)
next year was a positive development for cross-strait relations and could see
the two sides break a negotiations deadlock.

       之間的首次正式會議

      是兩岸關係積極的發展

   將會看到雙方打破僵局的談判。

“If the two sides cannot resolve smaller issues, it will be difficult
to make breakthroughs on more serious political matters. The face-to-face
communication between the two officials should help resolve these things,
and we should react normally to such meetings,”

   將很難做出更重大的政治突破。

      雙方面對面的溝通

    將有助於解決許多事情，

對這樣的會議 我們應該正面應對。

China could use its declaration of an air defense identification zone (ADIZ)
over an area of the East China Sea to promote the establishment of military
confidence-building measures between the two sides.

    中國可以利用 “防空識別區”

      提出在東中國海的聲明，

   以推動建立兩岸軍事互信措施。
